Thursday, troopers arrested four people within one hour for allegedly attempting to take materials from two separate construction sites on I-465 and I-69.

At approximately 3:30 p.m. troopers were dispatched to 1-465 SB at the 15mm, just south of the 21st Street overpass, to the report of silver 1998 Dodge pickup pulling a flatbed trailer leaving the scene with stolen rebar from the construction site. An employee of Walsh Construction had observed three males loading rebar on the flatbed trailer and while questioning them, one of the subjects left in the pickup with the trailer. Another male fled in the construction workers vehicle, a maroon 2008 Ford Explorer, Indiana truck plate 1228226. The third subject was left at the scene.

While enroute to the scene Trooper Tyler Shafer found the pickup and trailer on Washington Street near Lynhurst Drive. A traffic stop was initiated and the driver was identified as Keith Earl Parker, 35, of Indianapolis.

Trooper Evan Joyner responded to the construction site scene and identified that subject as Robert Edward Lawrence II, 27, of Indianapolis.

Both Parker and Lawrence II were arrested and charged with Theft, a Class D Felony. They were transported to the Marion County Processing Center without incident.

A representative of Walsh Construction estimated the value of the 62 #10 rebar that had been loaded on the trailer to be between $ 1,500 and $ 6,000 dollars.

This is an ongoing investigation as the third male subject that fled the scene in the construction workers Explorer has not been located. Anyone with information on the driver or vehicle is encouraged to contact the Indiana State Police Indianapolis Post at (317)-899-8577.

The second incident of alleged theft of construction materials was reported at approximately 4:20 p.m.

Trooper Skyler Whittington was patrolling I-69 at the 7.5 mm and observed two male subjects loading construction materials into the back of a pickup truck. Whittington spoke with the individuals and they told him that they had obtained permission from a person named “Mike” to remove the scrap material.

A representative of the construction company was called to the scene and he confirmed that the two individuals did not have permission to remove any materials.

The two individuals, Jose M. Lorenzana-Escobar, 42, of Anderson and Jose D. Lemus-Alvizures, 42, of Anderson, were arrested for Theft, a Class D Felony.
